There are many possible reasons why a webpage might receive a low page rank in a search for a given keyword or phrase. In most cases we find that it has to do with either how the site was originally designed, or poorly constructed content.
When we evaluate your site we will look for things like a lot of content embedded in incompatible media, scripted navigation, the existence of no-follow tags, lack of density of important keywords and a host of other possible issues in order to determine the best course of action.
Your individual situation will determine what we recommend as there is no "one size fits all" solution to optimization. Optimizing a website for search engines is usually not one big thing but an aggregate of many little ones. It can be as simple as changing some keywords or as in depth as a total site rebuild. Normally it is something in between.
